The Kansas bred program allows for registering and certification of horses bred, foaled or domiciled in Kansas for the purpose of winning purse supplements, stakes and awards that are only available to registered or certified horses. All program horses have to be registered. Stallions and mares are also certified so they can receive awards if their offspring win, place or show in a Kansas bred race.

Kansas Lottery Act, K.S.A. 76-8701 et seq.

The Kansas Constitution was amended in 1986 to allow the Kansas legislature to provide for a State-owned and operated lottery (Article 15, section 3b.)  In response, the legislature enacted the Kansas Lottery Act, K.S.A. 74-8701 et seq.  The act created the Kansas Lottery, and empowered it to establish and operate a state lottery, the sale of lottery tickets, and the game of keno.

The act was amended in 2007 by Senate Bill 66 to add operation of lottery gaming facilities (casinos) and racetrack gaming facilities (racinos) to the Kansas Lottery’s jurisdiction.  Senate Bill 66 also created the Kansas Expanded Lottery Act, which was made part of and supplemental to the Kansas Lottery Act, to regulate casinos and racinos.

The main distinction between the Lottery Act and the Kansas Expanded Lottery Act, as it relates to casinos and racinos, is that the Lottery Act governs operation of casinos and racinos and ownership of the games by the Kansas Lottery.  The Kansas Expanded Lottery Act governs the regulation of casinos and racinos by the Kansas Racing and Gaming Commission.

The Kansas Open Meetings Act (KOMA) is followed by the commission whenever three or more of its members meet to discuss agency business.  This primarily occurs during regularly scheduled monthly commission meetings.

The Kansas Administrative Procedures Act (KAPA) is followed whenever the agency takes some action that affects a right held by a person or an organization and that person or organization wants to challenge the agency action. For example, if a casino employee holding an occupational license violates a regulation, the KRGC will issue a Notice of Violation (NOV) that sets forth the facts of the violation and the sanctions that can be levied,  Because those sanctions that can be levied.  Because those sanctions include the possibility that the licensee's license will be terminated or suspend, the licensee has the right to a hearing conducted in accordance with KAPA requirements.

Pursuant to K.S.A. 60-4127 all Kansas law enforcement agencies are required to report asset seizure and forfeiture information to the Kansas Asset Seizure and Forfeiture Repository. This information is reported to the Kansas Legislature in an annual report. Attached is the Kansas 2019 Civil Asset Forfeiture Report.

On November 20, 2019, the Kansas Racing and Gaming Commission (KRGC), with assistance from the Lansing Police Department and the Leavenworth Police Department, served four search warrants at four different businesses in Leavenworth County. The result of the search warrants was the seizure of eight illegal gaming machines, along with the monies associated with the illegal gambling operation. The warrants were the result of complaints received from citizens, and an investigation by agents of the KRGC. In Kansas, there are only four forms of legal gambling:

• Bingo and charitable raffles conducted by charitable organizations, nonprofit religious organizations, fraternal and veterans organizations
• Horse and dog racing, para mutual wagering at State licensed tracks
• State owned casinos and lottery
• Legally approved tribal casinos.
